New Leadership

Ryan Shaner
For Village President
Shannon, IL
Shannon is a great place to live, work, and raise a family. That is the reason I, and so many others, have returned to the area. Our community is filled with friendly neighbors, boasts one of the best school districts in the State, and is lucky enough to have a number of selfless EMS and Fire personnel, volunteers, and an active police presence, ultimately ensuring safety and peace of mind in our small town.
With everything that Shannon has to offer, however, there is one area where there is much needed improvement: our local government. Village Voices recently declared Shannon to have the worst perceived leadership in local government in our region. That needs to change.
About Me
Hi, I'm Ryan Shaner--I'm an Attorney, Father, and Husband. I was born and raised in the area, and have always been proud of our community and the small town values that were instilled in me. Although I left to pursue my education and start my career, this area has always been home, and I'm grateful to have been able to return home and now have the opportunity to help shape the community that shaped me. As an attorney, I’m committed to using my skills and experience to serve our village with integrity. I’m stepping up because our wonderful Village deserves a government that is open, honest, and reliable. In the upcoming months, I look forward to meeting many of you in person to hear your thoughts, address your concerns, and work together to make Shannon an even better place for all of us.
Thoughtful Leadership
Brighter Future
In Shannon, there is a need for more than just enhancing our local government. While investing in beautifying our community spaces and drawing in new businesses and young families are crucial, the primary focus should be on improving the perception of our local government and fostering community input. Without addressing these issues first, other efforts may not yield the desired results.
Current Situation
I was appointed to the Village Board last year to finish the term of a resigning trustee; and I'm not the only new face on the board, as other trustees have resigned as well, requiring new appointees. Still, despite the new makeup of the board, the perception remains the same, and that ultimately comes down to lack of candor and transparency in our government.
Building Trust
As Village President, improving our government's efficiency, reopening lines of communication with the public we serve, and restoring public trust will be my first priority.
Enhancing community engagement
Data Visualization
Board agendas, typically posted physically on a downtown bulletin board, will now also be accessible online. Additionally, meeting minutes – detailing what occurred during the Board's meetings – will be made available online to the public, addressing the current challenge of accessing these minutes effectively.
Village Webpage
Our website will undergo enhancements to better serve Shannon residents. This will include a feature allowing residents to submit comments and concerns directly to the Village President without the necessity of attending Board Meetings in person.
Village Facebook
Create our new village Facebook page, detailing upcoming events and important announcements, and allowing for more free and open communication between the President, Board, and the community.
Transparency
Efficiency
-and-
As the Village President, my focus will include a thorough review of the Village Ordinances to remove any unlawful or conflicting regulations that do not align with our community's core values.
Efforts will also be made to streamline the Board's operations. For instance, Board members currently serve on various "specialized" committees. Instead of bringing issues that fall within a committee's expertise directly to the entire Board, these matters are first delegated to the respective committee. This process involves debating, reviewing relevant information, and ultimately presenting recommendations to the full Board. Unfortunately, these committee meetings often take place at inconvenient times, hindering public participation.
To enhance transparency and efficiency, all issues will now be addressed by the entire Board from the outset, eliminating the need for these "specialized" committees and additional meetings.
Let's collaborate.
